The Eight Constitutional Rules (R1–R8)

The foundational governance framework ensuring every operation on the SEE platform is deterministic, auditable, and sovereign. These rules constitute the supreme governance framework of the Platform.

R1

Data Sovereignty

All data processed through the Platform remains under South African jurisdiction at all times. No Operator Data shall be transferred, replicated, or processed outside the borders of the Republic of South Africa without explicit written consent and appropriate legal safeguards under POPIA Section 72. Enforced at the infrastructure level through network ACLs, storage location policies, and data classification controls.

R2

Zero Hallucination

Every Platform output must be traceable to source data through cryptographic verification. The R5 Verification Gate enforces this rule by requiring all outputs to include source anchoring hashes. No output is generated without verifiable source anchoring — eliminating hallucination risk entirely and making the platform suitable for regulated environments.

R3

Division-Aware Routing

All Workloads must be routed to the correct Division based on their Division Attribute Vector (DAV). Cross-division routing requires explicit Platform Governance approval and is subject to additional verification gates. The routing engine enforces strict data isolation between divisions while allowing controlled data flow through the Governance integration layer.

R4

Temporal Binding

Every operation is timestamped and immutable. No operation can be backdated or forward-dated. All timestamps are sourced from NTP-synchronized atomic clocks and logged with microsecond precision, ensuring the integrity of audit trails and billing metrology.

R5

Verification Gate

All operations must pass through the constitutional verification layer before execution. The Gate validates workload parameters, operator credentials, data classifications, and output integrity guarantees. The Verification Gate is the final authority on whether an operation proceeds.

R6

No Forgetting

Complete and immutable audit trails are maintained for every Platform operation. No data or metadata may be deleted or altered. Audit logs are retained for a minimum of 7 years with cryptographic integrity verification, enabling retrospective analysis, regulatory compliance, and dispute resolution.

Professional Discipline

All Operators must adhere to the highest standards of professional conduct. Breaches of confidentiality, ethical violations, and negligent operations are subject to disciplinary action up to and including permanent suspension. Each operator undergoes certification training before gaining division access and must complete annual recertification.

Constitutional Adherence

These Eight Constitutional Rules constitute the supreme governance framework of the Platform. No Operator, Administrator, or external party may override or circumvent these rules. Violations result in immediate account suspension and possible legal action. Amendments require a supermajority vote of the Platform Governance Council and ratification by the CEO.
